Hong Kong’s leisure authorities have acknowledged that, due to a shortage of lifeguards, public beaches and pools will likely reopen partially this year due to a likely partial opening, with nearly half of 45 public pools agreeing to close lanes or facilities dedicated for swimming instruction, according to Hong Kong Recreation and Sports Professionals General Union chairman Lee Yuet-man warning that opening partially would hinder industry development as well as swimmer safety.
The Kowloon Park Swimming Complex was completed as part of the redevelopment and expansion of Kowloon Park in 1989, designed by United Kingdom-based Derek Walker Associates and managed by Leisure and Cultural Services Department (LCSD).
LCSD currently manages 44 public pools across Hong Kong: nine on Hong Kong Island, 13 in Kowloon and 22 in the New Territories. Each pool operates under an authority granted by their Swimming Management Plan that is frequently reviewed by an expert panel.
